Aside from my Dell, I've got an older (custom) PC with an ASUS P2B board (100mhz FSB using a Pentium II 400 Slot 1 Chip). This motherboard has an AGP slot which is 1X. AGP 1.0 was also known as AGP 1x/2x and ran at 3.3V. AGP 2.0 is also knows as AGP 4x, and runs at 1.5V, AGP 3.0 is known as AGP 8x, and runs at 0.8V So to answer your question, it's possible that an AGP 4x card will work, however if it is only compatible with the AGP 2.0 bus, then it wont.
